Representatives from 15 surrounding counties were on-hand last week, for a meeting of the Regional Homeland Security Oversight Committee, held within a conference room at Comfort Inn and Suites in Chillicothe.
Chairman William (Bill) Brinton Jr. oversaw the meeting. Brinton is the director of the Buchanan County Emergency Management Agency / Region H Hazmat team.
Also in attendance for the meeting were Brett Hendrix (Grant Specialist, Missouri Department of Public Safety), Sherril Gladney (Mutual Aid Coordinator, Missouri Dept. of Public Safety Division of Fire Safety), Steve Cheavens (Planner/Area H Coordinator, Missouri Dept. of Public Safety), Mike Pickerel (Emergency Human Services Planner, Missouri Emergency Management Agency), Joni Botkins (Grant Program Specialist, Missouri Department of Public Safety Office of Homeland Security Grants and Training, Local and State Assistance), and Roarke Holzschuh (State On-Scene Coordinator, Missouri Dept. of Natural Resources Environmental Service Program out of the Kansas City Regional Office).

Region H participates in exercise

Region H conducted an exercise Nov. 15. Individuals took part in exercises in Atchison County and Gentry County.

The drill allowed first responders and emergency personnel to prepare for an actual incident. The scenario involved an incident at Cooper Nuclear Station in Brownville, Neb., that would have released radiation into the atmosphere.

Region H practiced setting up an emergency shelter in Albany, Mo. Volunteers from the community played the role of evacuees from the affected area. Equipment was utilized to test for levels of radioactivity.

Most of Region H's 15 counties participated in the exercise, which began with a tabletop exercise on Oct. 26.

Training and Exercise Survey and Workshop Registration

Attached is the an invitation to participate in the Training & Exercise Planning Survey. The results of this survey will be used during the 2011 Training & Exercise Planning Workshop (TEPW) to prepare a three-year training and exercise plan. We encourage you to take the time to participate in the survey. Survey tool is scheduled to close on October 12.

The Missouri State Emergency Management Agency, Missouri Office of Homeland Security, and FEMA Region VII are hosting the Missouri Training and Exercise Planning Workshop (TEPW) on Wednesday and Thursday, November 9^th and 10^th, 2011 at the Truman Hotel, 1510 Jefferson Street, in Jefferson City. Its intent is to synchronize and coordinate training and exercise opportunities to prevent duplication of effort, collectively review current strategies and grant deliverables, and develop a plan to increase preparedness through training and exercises. The result of this workshop will be an updated Multi-Year Training and Exercise Plan for the years 2013-2015.

In preparation for the workshop we ask you to complete the attached TEPW survey, which is designed to collect input from various key stakeholders regarding preparedness strengths, and to solicit priorities on critical areas for improvement (click here to access the survey). Prior to completing the survey, you should review the State priorities in the State Homeland Security Strategy (click here to access the HSS), the 2011 Multiyear Training & Exercise Plan (MYTEP) (click here to access the MYTEP), as well as operation and exercise AARs, to determine which capabilities are strengths and which need improvement action.

Once this preparatory review is done, it will take about 10 minutes to complete the survey. When answering the questions, please consider overarching strengths and gaps from your perspective. Summarized results of the survey will be sent to all TEPW registrants by 24 October, 2011, and will be discussed in more detail during the TEPW.

Online registration for the TEPW can be accessed by clicking here. Each region and both UASIs are allowed two representatives each, along with two representatives from each state agency. These representatives should be familiar with your agency’s training and exercise requirements, training needs, strengths and areas for improvement. Please review the State Homeland Security Strategy, particularly the state’s focus areas contained therein, and come to the TEPW prepared to provide input from your agency’s perspective regarding already planned or scheduled exercises and training, as well as any additional exercise and training requirements.

COLUMBIA, Mo. -- At the request of Missouri Gov. Jay Nixon, the Federal Emergency Management Agency has extended the deadline for renters, homeowners and business owners who suffered damage from flooding to register for state and federal disaster assistance. Residents of the following six Missouri counties are eligible to register for disaster assistance: Andrew, Atchison, Buchanan, Holt, Lafayette, and Platte.

One Month Left to Register for Disaster Assistance

COLUMBIA, Mo. -- Residents of Andrew, Atchison, Buchanan, Holt, Lafayette and Platte counties who suffered damage from the recent flooding have one month left to register for disaster assistance with the Federal Emergency Management Agency.

The registration deadline is Oct. 11, 2011. That is also the deadline to apply for U.S. Small Business Administration low-interest disaster loans for homeowners, renters, businesses of all sizes and nonprofit organizations.

"FEMA urges folks who sustained flood damage to register for assistance, even if they think they do not qualify," said Federal Coordinating Officer Mike Karl. "We want to make sure everyone who is eligible for assistance gets the help they need."

Applicants may register for assistance or check the status of their registration by calling FEMA's toll-free registration line, 1-800-621-FEMA (3362), online at www.disasterassistance.gov, or by smartphone at m.fema.gov. If the applicant has a speech disability or hearing loss and uses a TTY, call 1-800-462-7585 directly; if the applicant uses 711 or Video Relay Service (VRS), call 1-800-621-3362. FEMA phone lines are open from 7 a.m. to 10 p.m., seven days a week; multilingual operators are available.

Assistance may include FEMA grants for temporary housing and home repairs, SBA disaster loans to cover losses not fully compensated by insurance or other recoveries, and other programs to help homeowners, renters, businesses of all sizes and nonprofit organizations recover from the effects of the disaster.

Federal Agencies Will Be Available to Answer Questions

A meeting is scheduled for Tuesday, August 30^th at 9:30 AM at the Savannah Fire District headquarters for residents, businesses and public entities impacted by recent Missouri River flooding. Agencies that plan to participate include the Federal Emergency Management Agency (FEMA), the Small Business Administration (SBA), the Missouri Department of Workforce Development, and the Missouri Department of Transportation.

“Communities along the Missouri River have suffered significant hardship. This meeting may be the first step in rebuilding homes and livelihoods,” said Tom Bliss with Mo-Kan Regional Council. Everyone is encouraged to attend.

FEMA Urges Residents In River Communities To Take Steps To Protect Life And Property

KANSAS CITY, Mo.— As the Missouri and North Platte Rivers continue to be in various levels of flood, the U.S. Department of Homeland Security's Federal Emergency Management Agency (FEMA) urges residents to continue making preparations for more possible flooding.

Being prepared and monitoring flood conditions allow individuals more time to react to quickly rising water. Sometimes people perceive a river or stream to be at a safe distance or think rain events are occurring too far away to impact them, however, as evident by this year's flooding, events happening many miles away can have a significant impact on local waterways and flood levels. High water levels and the longevity of the flood could continue to cause federal and non-federal levees to fail or be overtopped and additional heavy rainfall could cause rivers to rise. The message is clear, stay alert about how the levees or dams near you are holding up as flooding continues and make flood preparations today to help ensure safety and security tomorrow.

Ask yourself: Is your home prepared? Do you have the supplies you need to take care of yourself and family for at least three days?

FEMA Warns of Scam Artists

COLUMBIA, Mo. -- The U.S. Department of Homeland Securitys Federal Emergency Management Agency (FEMA) cautions Pettis County survivors of the recent tornado to be on the lookout for scam artists pretending to be employed by FEMA or another government agency, such as the U.S. Small Business Administration (SBA).

"Consumers should keep in mind that a FEMA or SBA shirt or jacket is not absolute proof of someone's affiliation with these agencies," said FEMA's Federal Coordinating Officer Libby Turner. "The best way to verify authorized FEMA or SBA personnel is by checking their laminated photo identification card, which they are required to wear at all times."

One common scheme involves con artists going door-to-door in neighborhoods of damaged homes, or phoning victims, and soliciting personal information such as social security and bank account numbers. Consumers should know that FEMA inspectors never require this information. A Social Security or bank account number is requested during the first phone call to the FEMA registration line. On any follow-up calls, a FEMA representative may ask for the last four digits of your Social Security number but never the whole number.

Horse disease prompts biosecurity concerns

Animal disease response training offered June 23 in Trenton

The EHV-1 virus continues to be a concern for horse owners, although the disease has not been detected in Missouri. The equine herpes virus is not transmissible to humans. It is, however, easily spread among horses and humans can transfer the virus from one horse to another.

Some events in the region have been canceled as a precaution against spreading the disease. EHV-1 was first detected in connection with horses that attended an event in Ogden, Utah, April 29-May 8. Outbreaks have been concentrated in Western states. On June 1, a case of EHV-1 was confirmed in Oklahoma.

Missouri does not have any restrictions on horse transportation at this time. If taking horses out of state, check with local authorities to see what restrictions are in place.

Owners are urged to contact their veterinarian immediately if a horse shows signs of illness. In addition, all horse handlers should practice biosecurity by limiting visitor access to animals and barns, isolating sick or new animals, using your own trailer to haul animals and disinfecting equipment.

For those interested in learning more about how to respond to an animal disease outbreak emergency, in-depth training is being offered June 23 in Trenton, Mo. Participants will learn the importance of preparing for a potential outbreak and be trained on concepts of biosecurity and quarantine; personal protective equipment; euthanasia and disposal; cleaning and disinfection.

The course begins at 8 a.m. June 23 at Cross Hall, North Central Missouri College, in Trenton. Register online at http://training.dps.mo.gov or call (573) 526-9016. It is limited to 50 participants. Volunteer fire fighters, law enforcement, EMS, veterinarians, health care staff, livestock owners and agriculture workers are encouraged to participate.

Missouri Office of Homeland Security in conjunction with Kirkwood Community College and Missouri Region H are sponsoring the program, making it free to participants. Lodging and meal reimbursement will be provided for those who live more than 50 miles from the course location.

FY11 Emergency Operations Center Grant

FY11 Emergency Operations Center Grant Program

Please find attached the grant guidance and application for the FY11 Emergency Operations Center Grant Program. As you may recall from previous grant cycles the application window is very short. The guidance states the applications are due electronically by June 13, 2011 to matthew.nutt@dps.mo.gov. Also attached is the SF – 424 Budget Form, please include this form with the application when you are submit your application.

The federal allocation for this FY11 EOC Grant Program is $14,101,740. An application can be submitted for either a construction or a renovation project. The construction grants have a maximum of $1,000,00.00 in federal funds with a 25% local cost share of $333,333.33. Construction projects are defined as new facilities or activities that will change the footprint of the current, primary EOC. The renovation grants have a maximum of $250,000.00 in federal funds with a 25% local cost share of $83,333.33. Renovation projects are defined as internal improvements to a primary EOC.

The allowable cost section of the grant guidance are on pages 7-10 and the investment/application information is on page 14-19. Please do not confuse the state deadlines of June 20, 2011 with the deadlines for local applicants of June 13, 2011. Once again the application is due by email to matthew.nutt@dps.mo.gov and not to be entered into the grants.gov website.

For reference the FY11 EOC FAQ document has been attached for broad questions you may have about the program. Also the FY11 EOC Factsheet has been attached to provide some basic background of this grant cycle.

National Level Exercise May 19

The Buchanan County Emergency Operations Center was set up May 19 at the HSRRT building in St. Joseph. Representatives from several agencies took part in the exercise. EOCs were also in Nodaway County and Livingston County.

The exercise was part of a national exercise focused on a large scale earthquake on the New Madrid seismic fault. It provided valuable information on the communications and response capabilities of the region.

Webinar: The Prevention of Homicidal Violence in Schools

Please join the Program in Education, Afterschool and Resiliency (PEAR) at McLean Hospital and Harvard University, along with the University of Minnesota Extension, for an online action dialogue on bullying, violent video games, and school safety among other topics. The action dialogue convenes a panel of experts in the field, all of whom contributed to the latest issue of New Directions for Youth Development, "Columbine A Decade Later: The Prevention of Homicidal Violence in Schools." Their combined scholarship refutes the common misunderstanding that extreme acts of violence are so rare and unpredictable that prevention is futile, and instead provides convincing evidence and a new direction for the development of comprehensive school safety and violence prevention measures. Animal Disease Response Training June 23

The Missouri Office of Homeland Security in conjunction with Kirkwood Community College and Missouri Region H has scheduled the AWR206 Animal Disease Response Training (ADRT) class for June 23, 2011 in Trenton, Mo. This course is DHS approved. Individuals can register online at http://training.dps.mo.gov or they can fill out and fax the attached course application to 573-526-9012. Lodging and meal reimbursement will be provided for those who live more than 50 miles from the course location.

COPS Hiring Program

The Office of Community Oriented Policing Services (COPS) is pleased to announce that we will be accepting grant applications for the Fiscal Year (FY) 2011 COPS Hiring Program (CHP). Subject to funding availability, approximately $200 million may be available under FY 2011 CHP for the hiring and rehiring of additional career law enforcement officers.
The FY 2011 CHP solicitation will open on May 2, 2011. The application deadline will be May 25, 2011, at 8:59 PM, EDT. Please note that applications for this program must be submitted in two parts. First, applicants must apply online via www.grants.gov to complete the SF-424, which is a government-wide standard form required for competitive grant application packages. The SF-424 is intended to reduce the administrative burden to the Federal grants community, which includes applicants/grantees and Federal staff involved in grants-related activities. Once the SF-424 has been submitted, you will receive an e-mail from the COPS Office with instructions on completing the second part of the CHP application through the COPS Office Online Application System found on the COPS Office website at www.cops.usdoj.gov. Applications must be submitted via the COPS Office Online Application System by 8:59 PM, EDT, on May 25, 2011 to be considered for FY 2011 CHP funding.
